🚨 FMCSA to Enforce English Proficiency Requirement for CDL Drivers by January 2025

Starting January 2025, the Federal Motor Carrier Safety Administration (FMCSA) will begin strictly enforcing its long-standing English language proficiency requirement for all CDL drivers operating in the United States. This regulation—already part of 49 CFR 391.11(b)(2)—states that drivers must be able to read and speak English sufficiently to converse with the public, understand traffic signs, and respond to law enforcement.

Why It Matters:This renewed enforcement push means drivers who cannot demonstrate adequate English skills during inspections or audits may face citations, out-of-service orders, or even risk losing their CDL. Owner-operators hiring non-native speakers must take note—training and communication policies may need to change fast.
